As part of the AFN, AIS has agreed to pay more than $1.2 million in compensation to GSA victims. [47] The agreement has a unique factor due to the status of AIS`s parent company, Afognak, in Alaska Native Corporation. To achieve the NPA, the DOJ took into account the fact that almost all of Afognak`s 1200 shareholders live or descend from two Alaska Native villages considered struggling communities and that “Afognak uses all of its net income for the good of its shareholders,” including the provision of social and support programs such as elderly services and educational assistance. [48] This resolution emphasizes the importance of demonstrable collateral consequences. DPAs and PDOs typically give the DOJ sole discretion to extend resolution for months or even years, including any monitoring or self-reporting obligations.
